Problem with MTH SW-8-9 Switcher Engine

I bought a new MTH SW-8-9 Switcher Engine from a private guy at York in April 2011. I can't seem to get it to move every time I fire it up. It just wants to sit and idle. I had a local train repair shop put a new battery in it. Before I left the shop the tech ran it on a "test track". I ran it last Sunday al day for 9 hrs to make sure it was properly charged. I have it on a small circular fast track. I have a 180 Lionel Power Brick hooked up to it and into a TPC-300. That's set in conventional mode. It fires up but it won't move. I have hit my direction button several times. Then for some unknown reason at times it will run. But it takes for ever to get it to move. I have cranked the power throttle up and then down and it still doesn't move like it should. I tried unlocking it out of neutral according to the manual. I have also tried putting back to factory default. None of these things have worked. I have another MTH SD70ace on another track with the same power hook up and it runs fine. I have put the SW-8-9 on the same track and it runs fine with both engines on the same track. Could it be the circuit board is bad or does it just need to be programmed right??? Thank Guys. TT
