My guess is the halt sends a command out that shuts everything off at once and is not the same as the command to turn a track ID off. The manual states to use the emergency halt in an emergency only. To turn off a specific powermaster press TR and the ID# of the powermaster and then press AUX1 and 0 to turn off.
