what does a quill drive in the setting of electric motors mean?

The quill is a hollow tube that surrounds each drive axle of the motor trucks. it is driven, in the case of PRR electrics, by two traction motors through a common pinion gear. There are spring cups on the outer edge of the quill which transmit its force to the spokes of the driving wheels.
