Question : Double Cab Cargo Coal Trolley.

Picked this up at local Club meet this past weekend. It is a Double Cab Cargo Coal Trolley. O Scale 2 Rail. Is anyone familiar with this ? Is it an old kit or was it a production model?
What was the prototype? I saw online that in coal mines they use double cab coal haulers
but of a more modern appearance.
