TMCC samples the 455khz for a couple of seconds during power-on, if it sees the carrier, it assumes command mode. If it doesn't see the signal, it assumes conventional.

The issue here I suspect is that sensing is most likely all done in the R2LC processor and not by discrete circuitry.
