question involving pre war loco and cleaning track

Hi guys! I was just wondering whats the best way to clean my old style tubular track? I use a green pad that a older gentleman gave me at my train dealer shop. Well the tube track inhave someone painted the sides gray what's the best way of getting that off? My additional question is I bought a pre-war lionel 1688E and on one side I'm missing the red lantern, I was just wondering if anyone had a spare they would maybe kindly give me. I don't want to go on eBay pay $5 and then pay $5 for shipping. Money is tight right now and I don't want to be more of a burden to my family just for a piece of plastic.
