If the non-powered units use LED lighting like their proto-3 powered counterparts, odds are there are capacitors in the mix, a nice thing to have to prevent flickering when crossing turnouts, dirty track, etc. That would keep the lights on after the power is cut until the capacitors discharge. Under these circumstances, that would be normal.
