Rail King FA-2 AA Diesel Engine With Proto-Sound 3.0- Long Island

I recently tried to run my diesel engine after keeping it on the shelf for a while. It revs up and shakes as I throttle up my Z4000 but it doesn't move! It is PS 3. it's like the wheels are locked. Any ideas what might be wrong? Thanks.
