Yep, I think I'm going the full voltage route, don't know what happened there. I did look at the data sheet and it didn't make much sense that it affected it that much.
The recommended input cap is .1 for the LM317, I think I can afford the three or four cents for one of those. I do wonder if the diode isolating the main filter I'll need more... I'm leaning on putting all of this on a small board with the Supercap and just sandwiching the switcher onto it wired into the board.
On a separate note, I ended up with fifteen transmitters (without the receivers) because the one vender tried to pull a fast one and omit the receivers after the fact. What I bought was the transimitter/receiver set, but then after I ordered, he changed the ad and tried to get away without the receivers. I ended up getting a full refund, but the transmitters don't work with any of my receivers. In looking at the transmitters, they have the the 1.2M resistor where all the other ones I have sport the 4.7M resistor for the output oscillator, and of course the receivers match. I'll be swapping one of these out to see if I have a fist full of extra transmitters when the parts come in.
