I'd first try to get the dealer or Lionel to replace the car or at least fix it.

For home remedies, I try Naphtha (lighter fluid) first and then Isopropyl Alcohol if that doesn't work. If it's a painted surface, test the Alcohol on a hidden area first, it'll remove many paints.
