I think photos stores things internally. G-drive is the cloud.
Using the attachment tool that appears in blue at the bottom as soon as you activate the composer cursor, to access Photos program and directly downloading to ogrf is how it is usually done.
I.e. either ogrf needs a file copy or it has to be hosted on a system that never disconnects and alows access. If it disconnects, the photo can't be accessed. You likely do disconnect and prevent outside access to files (photos) especially without direct admin. permission each time. You have permission and a file, so it will show as your system has access to the reference; we and OGRF have neither.
