I can it to go forward and then reverse once but then it shorts out like the rotating cam is jammed and the arm with the hook just floats around so I am not sure. It looks like full motor surgery might be needed.

Are you sure the plunger in the solenoid is going up all of the way? If it isn't it can cause the hook to catch on the cam. Clean the solenoid and plunger with electrical contact cleaner and push the plunger up and down to make sure it is clean and seating completely.
