Rules for Weighting Down A Car

I'm trying to run a long drag of coal cars behind a 2-6-6-6. Its a mix of right away (ROW) hoppers with coal inserts and Lionel coal hoppers 6-19178. The lighter cars have a problem of staying on the tracks but the ROW cars do not give me any trouble when their coal inserts are used. Any help would be appreciated.
