Running coventional engines with command engines

What electronic device would I use in a conventional engine as a voltage reducer to allow it to operate on track voltage required by command engines AT THE SAME TIME without flying off the tracks?

Say...reduce 14-16 volts down to 6-8 volts...on board the conventional engine?
