I cut tubular track one rail at a time with a dremel cut of disk 1/4 INCH LONGER  than needed. That  gets rid of the excess track that gets in the way of making a good square cut. Then I use the dremel to cut the track to length with a good square cut. Clean up the cuts with a file if needed.
