Signal Differences between Legacy and Legacy Lite?

I have a TMCC engine that runs fine on a TMCC Cab1 and also a Cab2 Full Legacy system but suffers from poor response/blinking headlights on another layout equipped with only Legacy Lite Cab2L and Base. Does the Lite system have the same signal strength as the full blown Legacy system both to the track and between the handheld and the Base?

Also are all the Commands sent to the engine the same as what a Cab1 would transmit with a few enhancements for quilling whistle and smoke level since there is no way to differentiate between Cab1, TMCC, Legacy when installing an engine?
