I am running S guage on two rails but I think the situation might well be the same.

I have a similar problem. The only conclusion I seem to find is that the Legacy signal is interrupted along one of the outside rails. I believe M Regan said something about putting some kind of micro capacitors(along where your engine stops??) to join rails. He was originally suggesting that this should be used where you have an insulated rail that would act as a switch to activate a device(signal, light,etc.)
