Smoke Unit

I am trying to test everything on my MTH 4-8-4 PS2 but I only have a short piece of track. Got to see it move about 3 feet, check all the lights and all the sounds. I can not get the smoke unit to work. Been so long since I used it, I can't remember, should it produce smoke even at a standstill? There is plenty of fluid, smoke is ON and set at Max. Any ideas?
