smoke unit on my Santa Fe Warhorse set (6-11838) doesn't smoke

Brand new Santa Fe Warhorse Hudson set. Smoke unit won't smoke. Put 10 drops of Lionel fluid in but no results. Any ideas as to what is wrong?
