Turbgine - You indicate the set is brand new. Given that this set was released on or about 1997 the wick may have dried out. I've had this happen once or twice and put about 20 drops in the smoke unit and - without running the engine - let it sit for a day or two. Then I ran it and the smoke unit worked fine. Perhaps this is all it needs. Good luck!
