I don't personally have the problem in general, but I did note a similar thing (I may have commented last year also - edit I did.) when I was actually using the Forum from a different time zone. 

I may have been doing something odd with remote logging in to a computer on EDT via a computer on PDT though, I forget the exact details.  I do recall that when I was reading during my lunch breaks on those trips, I did get the same pop-up mentioned here.

For some reason Hoopla does deal with time zones, presumably for the time-stamping always showing local times.  What it actually looks at (local PC, something with the ISP, etc) is beyond my ability to guess what may be possible or happening.

I just vsp'd into a remote office system, and the Hoopla time zone changed to the time zone of the remote server I'm getting in thru.
