thanks Rich hoop.la makes it hard to see the x in the banner to dismiss it maybe you can plead with them to make it a bold black X !!

ironically I reloaded windows 10 and set the time-date etc to automatically set time zone still the banner but at least I can dismiss the banner.

this happens after first of year and close to daylight savings time change seeing most are 3 months and days not on daylight savings time it would save we folks not on it if they just kept it 24-7-365 on daylight saving time.
