Those are NOT "DPUs", but maned mid-train helpers (the Engineer is plainly visible in the cab with the window open and his arm hanging out). No, there would be no hose connected around the mid-train helpers. Once the mid-train helpers were removed, the train would then be spotted for loading/unloading.

Second, and finally, why weren't there spacer cars used? Was that not yet a federal law?

Correct, no requirement for "buffer cars" back then (video dated 1995).
