Your track plan shows O-54 and narrow gauge loops - apparently on two levels - correct?

Yes that is correct. This would be the "phase 2" phase. Phase 1 is similar in build but the On30 (Narrow Gauge) would be on the bottom. This phase would be more for testing and figuring out wiring. Phase 2 would be more building skills.
