Speed control problem with PS 2 Diesel

I have a set of MTH E6 Diesel engines (item number 20-2258-1) that were new in the box until last week when I opened the box and removed the diesels for the fist time. It is a gorgeous set! I replaced the battery with a new full charged one and the engine was found and added to the remote but it did not list type of engine. I started it up and everything seemed to work OK so I ran the engine with the trailing powered a attached and noticed the sounds went from one level to the next and then back down. The speed was also fluctuating to correspond with the sounds. It did this at all speeds. I removed the second A and the engine did the same thing by itself.

Also noted that unlike any other PS2 engine I have ever run, the engine speed increases very quickly with just a little rotation.

This is a very early PS2 model (2001). Has anyone experienced this problem and if so, how did you correct the problem.
