Well, the OP showed us a clear photo and asked if these have been made in O scale. The answer is an emphatic "no", but MTH and Atlas have made other well cars. PRB, in fact, made a very good model of the competitor to the above prototype photo, the Thrall Lo-Pac. MTH and Atlas made a model of the pre-cursor to the prototype, similar but with bulkheads on either end of each car.
From there, you can find other well car offerings in O-gauge which are further and further from what he asked about.
