Starting an MTH Proto 1 engine

I am having trouble getting my MTH Proto 1 engines to start up using the Lionel Legacy base and a TPC300. I have tried using the procedure that is suggested in the TPC300's instruction manual but with no luck. it seems like the starting voltage is to high which will not allow the engine to come out of the program mode. I am new to the Lionel Legacy controller so any help would be appreciated....Thanks
