From my scale modeling days, I would remove old testors paint by soaking in Brake fluid. overnight. (all the Fine Scale Modelers magazines recommended this)

(THat was back in the day and their are safety warning about doing this... Well ventilated area.. Wear gloves and mask)

I just did this with a model kit and it worked for me. No guarantee on factory painted stuff.
