Loctite PL300. This is a construction adhesive so it's thicker, like caulking. Very strong bond foam-to-foam and nicely strong from foam to many other materials.

If you need something thinner then I'd try Elmer's as Charlie said, otherwise PL300 is your best choice because it's made specifically for EPS foam (styrofoam).
