Walter - I checked mine today and the road numbers I have are:

1521
1524
1529
....1529 again....

I ordered all 4 road numbers but got road number 3 twice. It happens and I should have checked more closely when they arrived. All my 2 rail purchases are for a future layout, so I don't get them out of the box nearly as often as I should!

I will likely just renumber my duplicate as I already have the decals somewhere.

In the meantime, I will be reviewing the last run painting diagrams in detail within the next month and can get that last number off the drawings. It will be in the 1530-1532 range. Likely not 1532 as you know all too well that it was one of the GP7Ps to go for a swim in Newark Bay to be rebuilt as a GP9 in 1958.
