This worked with my Legacy Powermaster and might work with your TPC.

Select TRAIN then set the TMCC ID.
On the speed control slider make sure that it is set to ROAD mode by tapping the ROAD/YARD button.
Slide the speed control slider all the way to the right and power should be on.
