The Notch 6 catalog pod cast has your answers.  Basically:

Sensor boxcar: you put in the engine TMCC number (not sure how) and when the boxcar crosses the sensor track a signal is sent to the engine to perform the pre-programmed function. Works with both Legacy and TMCC engines, so l assume the engine must be capable of performing the function. 

If it's still similar to the pre production model we used for the Legacy Users Group demo last April, for TMCC engines it will ID it as it rolls over a sensor track for the LCS app but will not play a pre-programmed action like grade crossing.  To do that you will have to create a recording using the sensor track so when it plays back, it plays back TMCC commands.  All the pre-programmed sensor track actions are Legacy commands.

For the older non-sensor engines it works just as a later model.  At the time there was no fuel read out so I'm not sure if that will be added.  For both TMCC and Legacy engines, it assumes the ID of the engine you pair it with so yes it will ID a TMCC or Legacy engine on the LCS app as it rolls over the sensor track.
