As far as I know O scale is properly 1/48, but of course alot of it is actually smaller as well as being compressed in size. Heroclix vary quite a bit, but the current ones seem to vary from 33 to 35mm (to the eye) which is pretty much right on for 1/48.
One thing to note about Heroclix figs is that they will be a bit thicker than proper 1/48 figs because they are intended to hold up to handling. Pretty good overall though.
Alot of wargame shops will have bins of the less-desireable heroclix for a buck or less. I've been slowly acquiring most any heroclix that have a civilian look as scenery for my wargames layout.
