Looks Like a O gauge Modelers homemade kit-bash loosely rendering an EMD Model 40? As Hot Water eluded, We need to see a bigger picture. BTW, the PRR did NOT have any EMD Model 40's that I am aware of. The EMD Model 40 was developed around the time of the GE 44 Tonner and it appears the PRR opted for the GE model.
