If you have power at the input and nothing at the output, you probably did blow the fuse. There are TVS components that can clamp but you'd see a dead short.

In the future, install a single car type blade 10 amp fuse inline with the hot input between the transformer and each TIU's channel input. When it blows, it's simple to see and change out.
