Highly unlikely, unless it was very roughly handled.
Wires connected correctly. Both transformers also new and work to run trains.
If you connect the transformer to the TIU's Fixed Channel #1 Input but do not connect anything to the TIU's Fixed Channel #1 Output, does it still trip the breaker?

Yes, breaker trips with two wires from transformer to TIU input 1 (black to black, red to red) no wires hooked on output side.
