Joe is right, that's a symptom of not receiving the TMCC signal. The locomotive is coming up in conventional mode, and finding 18 volts on the track, it's time to GO! That's nothing to do with the DCS TMCC link. It's either the locomotive or maybe the command base is not powered on?
