TMCC engine stuck in netrual using conventional

Went to the Monroeville show and found a nice Lionel TMCC GP-9 #6-18564

Problem was when the owner attempted the test run it wouldn't move, stuck in neutral. The test track had an old 1033 transformer, tried various attempts to get it to run, no luck. He was embarrassed, swore it worked using his CW80, but I had to walk away. Any thoughts on why this happened?
