Thanks for the suggestion gunrunnerjohn. Voltage on both tracks was 18v or a little more. I took the buffer out of the circuit and the problem went away. Anecdotally, I have notice an increase in times my Legacy engines will start up in conventional mode. I was beginning to wonder if the buffer had lost some its umph!
