I’m voting for AmFlyer’s tip #2: might consider removing the four screws holding the tender body in place. Then with a toothpick, hold the reverse unit fingers in place. Sometimes the fingers wear holes … with a little dirt on the reverse cylinder, it won’t go. A drop of solder in the  finger’s dip will cure this, per Tom Barker’s excellent book.
