Trolley - Attic Find; What is it?

Hello all,

I just found this in a box of 2-rail stuff I pulled out of my parent's basement many years ago.

I expected it to be Marx, but don't see any markings at all on it. I have no idea if it runs.

Anybody have any ideas?
