You wreck it, you buy it. Sometimes the owner railroad will allow the railroad that wrecked it to fix it, but that is not the norm if there is really serious damage. Other times the unit is shipped back to its owner for repair.
Railroads try to cheat each other in these situations, not one of the most noble aspects of the railroad business.
