Vision Line Daylights - where are they made?

If I recall correctly the first two GS-4s Lionel made were done entirely in China, meaning the original molds and tooling originated in China. (Very evident in the much lighter weight and cheaper looking/feeling 2016 model, which didn’t have the weight and feel of the 2008 version).

I looked under the hood of a Vision Line GS-4 tender shell and stamped under it was “MADE IN KOREA”. Yet, the VL box says MADE IN CHINA.

can anyone explain why?
