I'd have to see what the board looks like. Truthfully, I have a box of these. When I do an upgrade, either TMCC or PS2/3 to a brass Weaver/Williams/3rd Rail locomotive, I rip all that stuff out first, I don't spend a lot of time worrying how it's wired.
You can typically put at least three 60ma bulbs on the headlight circuit of the PS/2 boards, and I suspect the PS/3 piggyback board is similar. For the ground lights, I'd consider wiring up some chip LED's so you can have three or four on a side, you don't want to overload the headlight circuit.
You can still get smoke units from MTH, I most commonly use the AA-0000070 Smoke Unit. You have to decide on what mounting you need. All the brass locomotives I've done require some sort of custom mount. Some I use a spring epoxied to the base to just hold it in place in the stack, in which case I chop off the mounting posts. You also will need to extend the stack on the smoke unit to properly route the smoke. I use the AA-0000102 Brass Cup to solder my brass tubing extension to, then I can just screw it into the smoke unit.
