I built my frame first to the size I needed from Polystyrene rods, after they are set, place a piece of glass on  graph paper, so you can square up the frame and glue the Tulle to the frame and not worry about it sticking to the paper.. Tape one end of the frame with a small piece of double sided tape to hold it while you are covering it with an over sized piece of Tulle. Tape the Tulle to the glass on one end so you can stretch it a little to  line it up with the frame. After it is lined up tape the other side to the glass. I use clear Gorilla glue applied with a tooth pick. If you miss a spot that's OK you can add a little dab after it dries. When the glue dries cut off the excess Tulle with a sharp razor blade. Spray light coats so the paint doesn't clog the holes.
