Lee- similar to Andy's technique I ran my road (thin corrugated cardboard) up to the rail edge. The gap across the rails is 1/16" balsa. Filled the gaps with gravel and ground cover.

Granted I'm not doing anything as complex as the LIRR Main Line- Oyster Bay Branch Interlocking laugh

Or just run gravel right to the rail for a different look.
