What does the "1/4" mean on the O Scale Boxes?

Hey Guys,

I occasionally see on the front of Locomotive Boxes things like "K-Line O Scale 1/4" or "Bachman Williams O Scale 1/4".

What in the world does the "1/4" mean, when O Scale is 1/48??
