What glue to use when putting sitting figures in a passenger car?

Just received some RailKing passenger cars that have interior seats.

Just wondering what glue people use.

Would like a glue to hold the figure to the seat but it also can be removed without damaging the seats or figures.

I was thinking about a RTV silicone or Goop?
