There are two ways to hook up the controller, one is to use track power, the other uses the fixed power plug, which has the advantage of having the lanterns lighted even when there is no power to the track.  Lionel still makes the 022 switches and the manual is on their web site.  I have attached a link to it below.  You need to use fiber (insulated) pins on two of the rails to make sure the track operates properly (I think for the non-derailing feature).  also, in the february 2013 classic toy train magazine, they had a very nice feature on refurbishing the 022 switches if yours are not working properly.  Also, olsens web site has the diagrams available if you need to work on them.
