The crushed marble idea as suggested by @RAIL is great!!

Another thought is to use Woodland Scenics snow glued to cones as others have suggested.

One could also shape piles from modeling clay and glue the crushed marble or Woodland Scenics snow to the clay. Some folks use modeling clay for creating coal mounds in tenders and open hoppers.
